REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals)

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals)
REACH is a new European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances. The new law entered into force on 1 June 2007.
The aim of REACH is to improve the protection of human health and the environment through the better and earlier identification of the intrinsic properties of chemical substances. At the same time, innovative capability and competitiveness of the EU chemicals industry should be enhanced.
The benefits of the REACH system will come gradually, as more and more substances are phased into REACH.

Substances in articles
For the registration of substances in articles, a special regime applies. REACH requires all substances that are intended to be released from articles during normal and reasonably foreseeable conditions of use to be registered according to the normal rules, including tonnage deadlines and information requirements, if those substances are present in the articles above 1 tonne per year.
In addition, all Substances of Very High Concern (on a SVHC list of candidate substances for authorisation that will be published on the Agency-website) present in articles above a concentration limit of 0.1% weight by weight and present above 1 tonne per year must be notified to the Agency except where exposure to humans and environment can be excluded during normal conditions of use including disposal. In such case safety instructions should be provided to user.

26/05/2009
First substances of very high concern move one step closer to tighter control.

The Member State Committee of the European Chemicals Agency (ECHA) adopted an opinion sharing the ECHA Secretariat’s view that seven substances of very high concern should be included in the so-called Authorisation List. The opinion was adopted by consensus. The Agency will finalise its recommendation on these substances, taking into account the Opinion of the Member State Committee, and submit it to the European Commission by 1 June 2009.
